Chrome Download Bubble Problem was created by Armorbeast
With the latest builds of Chrome, they seem to have taken away our right to remove the download bubble on the toolbar. Well, there's a quick fix for this. so follow these instructions. This was annoying for me because there's a delay and it will pop up showing you your latest downloads. But, if you are clicking something else in that area when it finally does pop up, any download you click will activate or show up. If you downloaded a program you don't want to activate just yet, this is a huge problem so I disabled it using this workaround. Just remember to unpin it and make sure to close the tab on the tabs bar or this won't work.

If you have updated to 119, don't fear. As some below have commented, thankfully, there is another workaround!

You will need to access properties through the desktop shortcut for Chrome. Also, if Chrome is pinned to the taskbar, you must unpin it, or this will not work.

In properties, go to the target field and add --disable-features=DownloadBubble to what is already there; make sure to include a space.

It should look like this: "C:\Program Files\Google\Chrome\Application\chrome.exe" --disable-features=DownloadBubble

Once you have applied these changes and restarted Chrome, the shelf should be back again. When initially implemented, repinning the open session to the taskbar worked, but after shutting down and rebooting the pinned-to-the-taskbar Chrome did not retain the shelf. You must right-click the desktop shortcut and repin it from there. So far, so good!
